if my husband claims his two children and we file jointly, would i be able to get financial aid for school  based on having two kids, even though they are my step kids?

IMHO and experience -- YES because they use your tax returns to determine if you qualify.
 
BUT there will be a part where the parents will be asked for child support received and child support paid too.
